Create user management API with Strapi

Create a Strapi API to manage company users (trabajador content type) with role-based permissions.

Implemented trabajador content type with cargo field (informatico, jefe_rrhh, otro) and policies to enforce: authenticated users can list all, while 'informatico' or 'jefe_rrhh' have full CRUD access.
