Add maggraph::sync with libgit2-backed GitRepository and SyncEngine for init, pull, push, and status. Leaders acquire a local .maggraph/lock.toml before writes; followers are read-only via WritePolicy on GraphIndex CRUD. Includes maggraph sync CLI subcommands, planning/SYNC.md, examples/sync/, and integration tests for leader push, follower pull, and merge conflicts. Co-authored-by: Alex Merced <alex@alexmerced.dev>
