Summary

add a ConfigLib-backed configuration model for the Bukkit plugin
load and migrate the Bukkit config via ConfigLib while preserving legacy keys
add the ConfigLib dependency to the Bukkit module

Testing

./gradlew check --console=plain


          Switch Bukkit config handling to ConfigLib
