[Clock] timezone-tooltip-format for formatting timezones in tz_list

I was digging in the code and I thought that setting timezone-tooltip-format would give me a different format for the timezones in tz_list. Is this not as it's intended? It's kind of useless to see all the timezone times in the tooltip without the timezone!
