This PR introduces a time-based clustering of MCH digits, that should be executed before the standard pre-clustering.

The code is still work in progress, and depends on #3618 for the new digit time definition.

The additional sources are the following:

@aphecetche @pillot I have rebased the mch-time-clustering branch to dev and force-pushed the new version. Now the commit history is much cleaner and there are much less changes files to review.

The time clustering groups digits that are correlated in time and belong to the same detection element.
The digits are grouped if their time stamps are closer than 40 bunch crossings (10 ADC samples).
