Same tab prerender for speculationrules uses URL match with No Vary Search, but for new tab _blank target, it is using an exact URL match. This CL updates PrerenderNewTabHandle to use the same matching. Updated TestExpectations with same expected failure in _self target. …o to normal Per CSSWG resolution in w3c/csswg-drafts#13477, the initial value of rule-visibility-items is renamed from 'auto' to 'normal'. The keyword 'normal' resolves to 'all' for grid, and 'between' for multicol and flex containers. This follows the same pattern already used by rule-break: normal.
