Consolidate 12 redundant hourly test PRs into single coverage PR

The automated test-discovery skill created 12 separate PRs with prefix test:, many containing duplicate hints.test.ts files. This issue tracks combining them into a single PR, deduplicating tests, and fixing bugs found during review (slugify NFKD normalization, Command.hints numeric sort).
