First message when running locally shows a 400 error #780

When running altimate-code locally, the very first message sent in a new session returns a 400 error. Subsequent messages appear to work normally.

Steps to reproduce:

  1. Start altimate-code locally
  2. Send the first message in a new session
  3. Observe a 400 error in the response

Expected: The first message should be processed successfully like any other message.

Actual: The first message fails with a 400 error.
