QUB Core v1.7.1 HF113

This release improves miner and pool stability while keeping the existing Verified Governance v1 activation schedule at block #21000.

Highlights:

Faster canonical watcher while active mining is hashing.
Faster cancellation/rebuild when the official/direct tip moves.
Fast submit guard for found blocks.
Conservative direct-peer quorum fallback when official seeds are unavailable.
Stronger JIN public-sale rebroadcast while pending.
Stablecoins and USDJ bridge preview UI remain included.
Verified Governance v1 remains scheduled for #21000.
JIN Coin -> JIN Token conversion remains disabled until the bridge is live.

This is source code only. Runtime UI assets may be distributed separately.
