Invalid FTP stream

I am getting Invalid FTP stream resource exception when trying to login.
No other information available, so I don't have any idea where to look for.

XAMPP for Windows 8.2.12 running locally on some test server.

phpinfo() says that PHP and PHPS extensions are enabled and working all-dandy.

I have the same problem with XAMPP, I investigated within the code and it is the ftp-client library, at least the error comes from there ¯_(ツ)_/¯

Edit: If you're using PHP 8.1+, this is the problem: compatibility broke code in different parts of the app, including composer libraries (fixed by refreshing in terminal)
