Load expert consultants in flatmap-server

Update flatmap-server to include expert-consultants when loading information, so it can be stored in the competency query database for each map UUID.

Tasks:

• Load expert-consultants during map data ingestion
• Add a query to retrieve expert-consultants with arguments: source_id and path_id
• Add a test script for the new query
