Fix toctree in spice docs to include all wrapper functions

currently the sphinx docs do not list all of the spice functions in the toc, adjust the toc depth in the docs may fix this issue.

I think this got fixed at some point, as clicking the TOC on the left hand side of the page shows all the functions
