Tool call max_steps can only be set at completion level

Hi Answer.AI team,

I note that max_steps is only defined at completion level.

It would be helpful to be able to set it at Chat level as well, with auto-override at completion level if it is also set there.

I would be happy to write a PR for this (and it would be good practice for me) if you'd be happy with this enhancement, but wanted to check first if there is a reason not to do it this way.
