Description

So this would be a breaking change but I noticed ape-foundry's default chain ID is 31337 and the rest of the providers use the one from the config, which defaults to 1337.

For 0., let's do 2 things:

1. Ensure the default chain Id for local is 31337
2. Ensure all local providers by default use the same chain ID
