build_pnc face error of pytorch "undefined reference to 'PyBytes_FromString'" ??

I build libpytorch with the script install_libpytorch.sh, and build ok. Then I run ./apollo.sh build_pnc, it shows errors as below:

System information

• OS Platform and Distribution (e.g., Linux Ubuntu 14.04): 18.04
• Apollo installed from (source or binary): source,docker,arm
• Apollo version (1.0, 1.5, 2.0, 2.5, 3.0): 5.5

Steps to reproduce the issue:

• build and install libpytorch in arm docker(python3 3.6.8)
• build pnc ./apollo.sh build_pnc
