Project management processes and developer guidelines.

These rules apply to:

Lenny https://github.com/archivelabs/lenny

Processess

Assignee to PR should not be author
If a PR is not ready for review, please mark as draft
Merger should be PR Assignee (i.e. the reviewer) or author upon receiving reviewer sign-off
Lint and tests must pass prior to merge
