lo_passwd.py is less version-sensitive to bcrypt. startup errors show all files with hash issues

This pull request:

• Hopefully, fixes bcrypt version issues which have been haunting us forever. It needs testing in the other configuration
• Makes addressing version issues with downloaded dependencies easier by printing all files with issues, rather than one-by-one.
