[ENHANCEMENT] sort by eval scores

Add feature to sort tracing project by eval scores. When clicking on column name like "start time" & "latency" the traces get sorted by largest to smallest (top to bottom). However, the same can not be done with the feedback column -- see below.

We need to punt on this for a minute until our current set of annotation changes settle. We are adding the ability to associate multiple annotations with a single trace/ span, so this will involve aggregations over annotations for an individual span.
