Fix invalid date/time format diagnostic crash

• avoid storing arena-backed format strings in the invalid_date_time_fmt diagnostic
• update diagnostic wording and snapshot for the relative time format test
• document the diagnostic safety guideline in AGENTS
• remove the explicit LLVM requirement from the main hyperdoc executable build step
