Add CLI flag for JSON diagnostics output

Summary

• add a --json-diagnostics flag to emit collected diagnostics as JSON with indent-2 formatting
• suppress error-path logging when JSON diagnostics are requested
• update conformance reject snapshots and build pipeline to consume formatted JSON diagnostics for path-independent checks
