fix(webui): fix unexpected expansion of all rows in tool table

修复了工具管理面板中表格展开功能的bug：点击任意一行会导致所有行同时展开，而不是预期的单行展开。Fixes #4365。

Modifications / 改动点

修改了ToolTable.vue，将已废弃的item-key属性替换为正确的item-value属性
现在表格行将会单行展开而不是展开所有
