feat(release): 0.1.6 — did-you-mean suggestions + OIDC publishing

• 'Did you mean?' on unknown commands — rig server → suggests serve; rig claude → suggests install claude; far-off input suggests nothing. Edit-distance + agent-name mapping (suggest.ts, unit-tested).

Release infra

• OIDC trusted publishing — release.yml now publishes via GitHub OIDC (id-token: write, npm upgraded to ≥11.5.1) with signed provenance, dropping the NPM_TOKEN secret.
  • ⚠️ Requires a trusted publisher registered on npm (npmjs.com → rig-constellation → Settings → Trusted Publishers → GitHub Actions: Astralchemist/rig, workflow release.yml) before the v0.1.6 tag is pushed, or publish fails auth.
