Athenz v1.10.16 Release

The Athenz team is happy to announce the availability of v1.10.16 release of Athenz. Athenz java client libraries are now available from Maven Central. This release includes the following set of bug fixes and enhancements.

#1481 zms-cli: support adding * members + remove invalid command from help
#1485 For ssl_error metric - only record type
#1486 Support using customized providers in Crypto class
#1489 update jetty and other deps (jersey) to latest release
