Athenz 1.7.28 release

The Athenz team is happy to announce the availability of v1.7.28 release of Athenz. This release includes the following set of bug fixes and enhancements.

#121 Certificate Authority needs to store the role name
#227 utility to request zts role certificates using service identity certificates
#248 validate assertion action value
#252 require authentication for all end points
