Athenz v1.8.49 Release

The Athenz team is happy to announce the availability of v1.8.49 release of Athenz. This release includes the following set of bug fixes and enhancements.

#882 config option to specify tls version for jdbc connections
#884 Seperate provider implementation from EmailNotificationService
#885 support "starts with" option for resources for authorized services
#887 Moved NotificationManager to common and created notification tasks
#888 zpe specific error code if cert hash mismatch for access token validation
