Implement Webhook Support for Swap Events

Webhooks would enable real-time notifications.\n\n## Tasks:\n- Add POST /webhooks endpoint to register webhook URLs\n- Add DELETE /webhooks/{id} endpoint to unregister\n- Implement webhook delivery on swap status changes\n- Add retry logic with exponential backoff\n- Add tests for webhook delivery\n\nLabels: enhancement, api-server\nPriority: Medium
