Fix Broken Links in README.md for Deleted IPython Notebooks

Describe the bug
In the README.md file, there are several links that point to non-existing IPython Notebook (ipynb) files.
It appears that these files have been deleted, and the links were supposed to be redirected to the documentation website.

Examples of deleted files:

1. extended_kalman_filter_localization.ipynb - Deleted in commit clean up localization docs #570.
2. Model_predictive_speed_and_steering_control.ipynb - Deleted in commit Fix clean up other docs #580.

Action Required:
To resolve this issue, the broken links in the README.md file need to be fixed and updated to the correct documentation website URLs.
