Agent skips and passes features without testing

I have notified that if a feature is too large, it selectively decides to skip and pass the feature.

The same thing happens when it can't open a browser window, it assumes the functionality works and says it passes.

Perhaps we need to force the agent to trigger another agent to break down the feature further if it opts to skip?
