Jetpack Stats - Subscribers/Days has odd y axis

Context and steps to reproduce

I was viewing my Subscriber stats, days view on an Atomic site, and the y axis repeated 15-15-15-16-16-16. I would've expected 14-15-16-17, etc. The views for weeks, months, years were fine.

I was able to replicate this on my end on a self-hosted site too, so I'm moving this to Jetpack and flagging it to the stats group.

Another thing that I don't get is why there's a slight increase/decrease each time the graph goes up or down or remains the same.
