HC Speech to Text - Create hook

What

To request text from our API, it would be nice to have it in a hook. I made this TEST implementation that could be used as a reference.

Basically, this hook should receive an audio blob (we can investigate if there's a better way), and return text.

This will help us to make the code more reusable and clean
