Domain JITM is unclear and misleading when sidebar is minimized

Context and steps to reproduce

1. Open WP-Admin on a site where domain credit has not been used. Confirm the 'Free Domain Available' JITM is showing.
2. Minimize the sidebar so it only shows icons.

The JITM displays with a different colored background, and 'alert' icon and no additional communication or context. There's no reason to understand why I would end up at the domains purchase screen from clicking it.

I was able to replicate this.

See before and after for the sidebar expanded or having the icons shown instead.

In my case, on dark mode, I didn't see any icon, but when I tested with dark mode switched off, I still didn't see an icon.
