Got a report from a user who would like to get the Download Stats back and running on plugin-enabled plans User was a bit frustrated about the fact that Jetpack Download Stats wasn't available on plugin enabled websites (https://wordpress.com/support/stats/analyze-content-performance/#track-file-downloads:~:text=File%20Download%20Stats%20are%20currently%20unavailable%20for%20plugin%2Denabled%20sites.)
