Remove comments from master bar for domain

When you select a domain without a site in our hosting layer, we show a comment icon that doesn't do anything:

To test:

1. Log in, navigate to https://wordpress.com/domains/
2. Find a domain that isn't mapped to a site
3. Click into that domain's management screen
4. Watch the menu bar ("masterbar") top left of the screen for icons to appear
