Reader: Unable to Subscribe to Comments by email in Reader if Follow Comments disabled for Individual Posts

It's possible to subscribe to all comments for a blog in the reader. However, if the Discussion Settings has "Show a 'follow comments' option in the comment form" unchecked, no emails are received.

Steps to reproduce

In Reader, subscribe to comments for a site - https://d.pr/i/hH3tJL

What I expected

I expected to receive all approved comments for the site

What happened instead

I received no comments for the site. On investigating, I noticed that "Show a 'follow comments' option in the comment form" was unchecked in Discussion Settings. After checking it, I started receiving emails.
