Explore draggable/floating component for the Help Center

As part of the explorations for the Help Center (p9Jlb4-2Vw-p2), we are looking at a proper draggable/floating panel that users can move around the page.

Let's explore what we have already in core and what we can develop, if possible as a standalone reusable component. We should be able to render any content into it (including external pages).

@razvanpapadopol It doesn't look like we'll be exploring drag behavior for the help center, right? I guess we can close this then?

p.s. I did some brief testing last week of the current draggable component in core. It could serve as a basis to extend on I think, but no idea if from scratch would just be better.
