Enhancement: Auto close the Help Center when other settings are selected

What

When other settings are clicked first followed by another setting or the Help Center, those settings are closed automatically. But clicking the Help Center first keeps it open even other settings are clicked after that.

Why

With the Help Center being open all the time, it covers the options of other settings. Although X can be clicked to close the Help Center or - to minimize, it's not consistent with other settings behavior which are auto closed after another setting is clicked. (I'm not sure if we've made this intentional for the Help Center to remain open unless closed or minimized).

How

Automatically close the Help Center when other settings are selected.

In the Editor, the Help Center is clicked first followed by other settings. The Help Center covers the Settings:

In the editor, if the Help Center is open and the 3 dots are clicked, those options are on top of the Help Center:

In /home, the Help Center is clicked first followed by the notification settings. The Help Center covers the notifications:

Also in /home, click the Help Center first, then the notifications settings. Close or minimize the Help Center will also close the notifications settings.

@kspilarski This component is now draggable. As such, I would expect it to stay open while reading through and interacting with the page. Thoughts? (Close if you agree. :))

Awesome, thanks @StevenDufresne that works perfectly! The Help Center will remain open only on the wordpress.com/home/ pages, but will close once you move to wp-admin. In wp-admin, you can still open the Help Center, but it will close when you navigate to other pages. It's not as consistent as on wordpress.com/home, but perhaps as a future update. Overall, the issue with the Help Center blocking other settings has been resolved! Thank you!
