Getting "Sorry, something went wrong [...]. Please try again." but throttling is the reason the request has failed. #99318

Context and steps to reproduce

I'm trying to create an account but I keep getting the error message:

Sorry, something went wrong when trying to create your account. Please try again

After inspecting the API request, I see I am getting this error:

I'm not certain how I got into this state. I was trying to test a few accounts in the onboarding process. I don't believe I was doing anything too abusive.
