Add Quick Capture as a default plugin/feature

An opinion: The plugin DMS Quick Capture and Annotate should be included with DMS by default - assume author Huỳnh Thiện Lộc agrees. It is so well thought out, fast and takes screenshot functionality from basic to near flameshot. Really well done. https://github.com/hthienloc/dms-quick-capture

If the DMS maintainers ever feel it's mature enough to be bundled by default, I'd be happy to support that. Until then, I'll keep improving it as a standalone plugin.

@bbedward and I will discuss this one. I also believe the plugin Quick Capture by @hthienloc is one of the best I've ever used personally! It's really well thought out. We'd possibly add a GO engine backend to reduce the overhead it uses on resources, otherwise it's fantastic as-is!
