Backport of #21155 to v4.
This PR applies configuration settings for Alpha — renaming
SEQ_MAX_TX_PER_BLOCKtoSEQ_MAX_TX_PER_CHECKPOINTacross environment files, deploy scripts, and terraform config. Also updates alpha/mainnet network defaults (enabling transactions, setting P2P pool count).The only conflict was
