[SEDUC][Frontend] Build Supervisor insights experience in Configuration UI

Add Supervisor-facing pages/components in frontend respecting current design system and accessibility patterns.

Deliverables

• Configuration entry + sidebar route for Supervisor
• Supervisor overview page with school selector and KPI cards
• Briefing detail page with narrative sections and trend highlights
• API integration with insights endpoints
• Responsive + WCAG-friendly interactions

Acceptance Criteria

• Supervisor can generate/view briefings through UI
• UX uses existing page shell and component language
• Loading/empty/error states implemented
