[SEDUC][Validation] Pilot flow and supervisor feedback loop

Scope

Implement pilot controls and feedback capture to validate supervisor value with real users.

Deliverables

• Feature-flagged pilot flow for selected schools/supervisors
• Feedback storage in supervision_db.feedback
• Basic pilot metrics endpoints or reports

• Feedback can be submitted and queried per report
• Pilot scope restrictions are enforceable
• Validation artifacts available for go/no-go

  • INSIGHTS_PILOT_ENABLED
  • INSIGHTS_PILOT_SCHOOL_IDS
  • INSIGHTS_PILOT_SUPERVISOR_IDS
• Feedback persistence and retrieval per report (GET /reports/{report_id}/feedback).
• Pilot reporting endpoint (GET /pilot/metrics) with aggregate metrics.
• Pilot scope restrictions applied and covered by tests.
