Fixes ARO-23243

What this PR does / why we need it:

This PR introduces a Go report card to provide insights into the code quality and health of the Azure/ARO-RP repository. The report card visually represents the project's status, enabling quicker identification of potential issues and promoting proactive maintenance. This helps maintain code quality and provides a clear overview of the project's health.

Test plan for issue:

  • There are no dedicated unit or integration/e2e tests specifically for the report card itself, as it's a display of existing metrics.

Is there any documentation that needs to be updated for this PR?

No, the report card provides a visual representation of existing metrics and doesn't require any new documentation.

How do you know this will function as expected in production?
