Changes:
- Consolidate kubelet/kubectl and their sysext packages under a single Renovate group name.
- Split CoreDNS out into its own Renovate group with explicit assignees/reviewers.
- Add a separate Renovate group for Kubernetes autoscaler components (addon-resizer + cluster-proportional-autoscaler).
