Bump D3 Smart SOAR solution to v3.1.0 for Partner Center resubmission

Reason for Change(s):

• Partner Center could not detect the changes from the previous submission (PR Fix D3 Smart SOAR CCP connector paging and update publisher ID #13839) at version 3.0.0. A version bump to 3.1.0 is required for Partner Center to process the updated package which includes pagination fixes, publisher ID correction, and Microsoft Sentinel branding updates.

Version Updated:

• Yes — 3.0.0 → 3.1.0 (Solution version, DataConnectorCCPVersion, contentPackages version). contentSchemaVersion remains at 3.0.0 as it refers to the ARM schema.

Testing Completed:

• Yes — CCP connector tested on Azure test instance (subscription 982dc654, workspace d3devcyber). Pagination verified with CountBasedPaging using $.CommandParams.PageIndex nested JSON path. Incidents fetched correctly across multiple pages with no duplicates.
