Perf counter support

Support viewing performance counters.

This may required:

• Better support from the backend to provide data
• Integration with a custom runtime we put on the nodes
• Integration with an existing service like Application Insights

Most requested performance counters:

• CPU
• Memory
• Network IO
• Disk IO
• Free/Total disk space
