Unable to get local issuer certificate on job submission

When using our existing pool, with V-Ray and MAX, BatchExplorer hangs when submitting a job. Eventually throwing out this error.

HTTPSConnectionPool(host='sasasdevlrsrender1.blob.core.windows.net', port=443): Max retries exceeded with url: /fgrp-troubleshooting?restype=container (Caused by SSLError(SSLCertVerificationError(1, '[SSL: CERTIFICATE_VERIFY_FAILED] certificate verify failed: unable to get local issuer certificate (_ssl.c:1129)')))

We've been unable to use batch explorer for months now. I've used the current stable build and the insider build. I'm having trouble finding people within my organization who knows how to troubleshoot this.

To reproduce the behavior:

1. Go to gallery>3ds Max>Vray or Arnold scene with forestpack and railclone
2. Run job with existing pool
3. Setup job and select "run" or "run and close"
4. See error

This should submit the job and get things rendering like it used to. But now does not.
