[Modules] Configure privateDnsZoneGroups on automation account

Description

• Adding private DNS zone group id to associate the private endpoint with a private DNS zone.
• Added publicNetworkAccess parameter to be disabled automatically when pe is set. Allowed input values are aligned with other resources and converted to the ones expected by the resource.
