Pull request overview
This PR adds an initial CODEOWNERS file to establish code ownership for branch protection purposes. The intent is to require reviews from designated code owners before changes can be merged.
- Introduces a new CODEOWNERS file with 7 initial code owners

Later if needed we can add more specific CODEOWNERS for different folders if required. This will be used for branch protection so reviews require a CODEOWNERS.
