Update `apiops init --ci github-actions` to use `npm ci` instead of `npm install`

Update apiops init --ci github-actions to use npm ci instead of npm install. Using npm ci is considered best practice for CI/CD pipelines.

May need to update documentation for apiops init and walk throughs setting up apiops in air-gapped environments.
