[BUG] The publisher pipeline fails trying to find the folder.

Describe the bug

When running publisher the pipeline fails saying that the file or folder does not exist. The extractor and such worked fine.

Expected behavior

Hopefully it would find the folder.

Actual behavior

It does not find the folder

Reproduction Steps

Ran extractor then ran publisher

Issue seems to be that the publisher DLL can't be found. Did you run the publish publisher workflow?

Yes sir and it ran clean.

Now all of a sudden it is failing on the Create pull request on the extractor and it was working a couple hours ago and i didn't touch anything in that.

Looks like the extractor is not publishing artifacts.
